Set up an Oracle account
Set up your Oracle Account with your company-specific email address to initiate your OPN subscription.
Please note: The individual completing the subscription process will become the "Partner Administrator" and be authorized by your company to agree to the OPN membership terms. The "Partner Administrator" can be changed at any time.
Instructions:
- Go to the MyProfile page.
- Complete the "Create your Oracle Account" form using your corporate email address.
- Check your email inbox for an email prompting you to verify your email address.
- Once you verify your email, you'll be taken to the Oracle Account login screen where you can complete the process to set up your account.
- Enter your new Oracle Account credentials and select "Sign In".
Understand OPN membership types
There are two types of OPN memberships:
Principal
Your company is a single entity or has subsidiaries in one or more countries and you want those subsidiaries to join OPN under your OPN Agreement. Typically, a company's headquarters entity has the central role of executing all agreements, selecting and paying for the Level subscription fee, and approving Associates as well as managing benefits, Oracle Partner Credits and partner designations, including Expertise and Oracle Validated Integrations.
Associate
Your company is a wholly or majority-owned subsidiary of an existing (Principal) partner as defined in the OPN Agreement. Your membership will be associated with your parent (Principal) company and will be subject to the terms and conditions of the OPN Agreement executed by your company's Principal entity.
Please note: If you enroll, as an Associate, your Principal (parent) company must be an active OPN member before you enroll, as the contractual terms of the OPN Agreement will be signed by your Principal company. Also, your membership will go through review by your parent company (the "Principal" entity) prior to being approved.
Collect company details
Legal Company Name
This can be in English or in a local language, but it will need to be your legally registered name. Oracle does not approve any company name that includes our entire Oracle trademark. If your company name includes the letter string "ORA," your OPN subscription will require additional review.
Tax or Other Business Identifier:
This is the identifier that is officially recognized by your country's tax administration.
Company Website
You're going to need a website to help broadcast your engagement with Oracle. Please make sure it's a valid company-specific domain. If it's not, we won't be able to proceed with your membership.
Email Address Domains
It's important that you provide a business domain email address and not a generic email address domain (e.g., google.com, yahoo.com, etc.), as we won't be able to accept generic domains. Also, please make sure your email address matches one of your company's email address domains.
Company Address
A physical address is required. No PO Box.
Company Legal Structure
- Publicly Traded Entity: Entity whose stock or equity interest is listed on an exchange or trading market. If 30% or more of your company is owned by a government or state-owned entity, it's considered a "Government or State-Owned Entity." (see below)
- Private Entity: Private entity that is not traded on an exchange or trading market, such as an LLC, SA (Société Anonyme), SARL (société à responsabilité limitée), or partnership.
- Government or State-Owned Entity: Entity that is owned partially or in whole by a national, state, or local government. Includes publicly traded companies in which a government or other state-owned entity owns 30% or more.
- Individual or Sole Proprietor / EURL: OPN is not set up for this type of structure, but you can explore other ways to engage with Oracle through the Oracle Developer Resource Center or Oracle University learning options.
- Other Charity, non-profit organization, membership association, or other type of entity not listed above. If this applies to you, we'll need you to provide additional information about the legal form of your organization, its ownership, oversight, and management.
Years in Business / Number of Employees
OPN membership is geared toward established companies that are at least six (6) months old and have a baseline level of at least five (5) employees which is what is truly necessary to deliver on our mutual strategies of delivering demonstrable customer success. Unfortunately, if your company is less than six months old, has fewer than five employees, or is a sole proprietorship, OPN is not set up for this type of structure. We look forward to your potential growth, and, in the meantime, you can explore other ways to engage with Oracle through the Oracle Developer Resource Center or Oracle University learning options.
Determine company roles and contacts for OPN membership
Partner Administrator
Responsible for initially enrolling and activating the partner's Oracle account, which enables access to the Oracle Partner Store and to the Partner Hub; has full access to manage the OPN membership in Oracle's systems and approves all Associate entities' OPN enrollments; is the key receiver of OPN notifications and announcements; and is responsible for designating other individuals at their company for other OPN roles.
Key Company Leaders
Identify two key leaders at your company. They may be your company's president, founder, majority owner, CEO, or other C-suite executive.
Business Development and Strategy Contact:
Makes business decisions about your company's relationship with Oracle, including your partnership planning. It may be your CEO/Owner or the leader of a business unit that will focus on your Oracle-related business. They will be informed of ongoing partnership opportunities to help drive mutual success.
Legal Contact
Addresses and ensures compliance with terms, agreements, and policies to enable business engagement, including the execution of the required go-to-market agreements.
Technical Readiness Contact
Drives acceleration of the partner's technical readiness, assisting with trainings and environments, accessing technical benefits, and getting staff skilled, certified and customer ready.
Accounts Payable ("Bill To") Contact
Facilitates excellent company credit with Oracle and ensures streamlined payment of fees to maintain business continuity.
Market Development Contact
Identifies and uses Oracle's marketing tools, resources, and marketing benefits to amplify market presence.
Sales Engagement Contact
Develops sales strategies focused on collaborating with Oracle to achieve successful customer wins and leverages Oracle's sales tools, strategic sales plays, and other resources to enhance their company's competitiveness in selling Oracle's solutions or services.

It's important to us that every one of our partners is aligned with our core values. Please read through the Partner Code of Ethics and Business Conduct as we'll need you to confirm that you have reviewed this during the subscription process.
Confirmation of Ethical Company Behavior
Oracle's reputation and success, as well as your own, depend upon the commitment that you make to uphold Oracle's values of trust, integrity, and honesty. As a result, we'll need you to confirm the following statements about your company during the subscription process.
- No officer(s) or shareholders of my company were previously employed at a company that was terminated by Oracle PartnerNetwork.
- Within the last 5 years, my company and/or any company principals have not been convicted for or reached a settlement or other government resolution relating to violations of money laundering, fraud, embezzlement, or anti-bribery laws.
- No majority or controlling shareholders, officers, or sales teams involved in Oracle transactions currently hold or have in the past 7 years held public or government office.
Oracle Employee Involvement in Your Company
If any of the statements below cannot be attested, please be prepared to provide the name(s) of the individual(s) involved, their job title(s), dates of employment at Oracle, and office location where individual(s) worked while at Oracle. If you cannot provide this information, we'll ask you to provide an explanation and the contact details for a company representative that Oracle can contact about this matter.
Your majority or controlling shareholders, officers, and sales teams involved in Oracle transactions:
- Are not current Oracle employees and have not been Oracle employees within the last 3 years.
- Do not have any family relations with current Oracle employees.

Someone authorized by your company will need to accept the OPN membership terms. You'll have the option to accept the terms online or print the terms, sign, and then return the signed agreement by mail.
Oracle Marketplace Agreement:
Partners can publish their applications or services on Oracle Marketplace, marketing their products directly to Oracle's worldwide base of customers across a range of industries and geographic regions (subject to applicable terms). This includes product summaries, technical briefings, industry briefings, market reports, customer stories, customer presentations, demos, battle cards, FAQs, objection handling, call scripts and email templates through the Oracle MyLearn Partner Sales platform.
Access pre-sales cloud architecture support through your local Oracle team to collaborate with the customer and Oracle sales teams on how applications and supporting technologies can be implemented on Oracle Cloud Infrastructure (OCI). Receive engineering and technical guidance, including best practices and high-level architecture recommendations, to support cloud adoption strategies, accelerate time to value, and drive customer success.
We invite you to develop joint account plans with our teams. By targeting specific industries, countries, and accounts, and developing account plans with clear action items, we can help our teams stay focused and aligned so they can more productively win together.
The Oracle Marketplace is the easy button for customers to procure your technology and services. Not only do we provide one-stop shopping for our customers, but we also enable many of our customers to leverage a portion of their Oracle cloud commit spend on your solutions. (Please note: Oracle Marketplace listings, including private offer listings, are not available in all countries.)
ISV partners can take advantage of private offer listings. This gives customers the opportunity to negotiate custom pricing and terms directly with the ISV technology provider and use Oracle Universal Credits to pay for the ISV technology. (Please note: Oracle Marketplace listings, including private offer listings, are not available in all countries.)
An initial technical review and go-to-market guidance on your products’ integration with an Oracle Cloud service or application.
This includes tools such as Cloud Success Navigator, which pulls together best practices for not only implementation but also ongoing customer success with Oracle cloud updates.
You can add more seats for Oracle University delivery and success training across our full product portfolio. This training can help build technical readiness for teams developing, implementing, and supporting solutions on Oracle.

SaaS demonstration instances provide a ready-to-demo Oracle Fusion Cloud Services environment (ERP, EPM, HCM, SCM, and CX), enabling a low cost of entry and a faster start for building, demonstrating, and maintaining solutions.
You can access a validation from Oracle Development teams for products that run on or integrate with Oracle Cloud Infrastructure, SaaS, or industry cloud applications.
You can access Oracle’s best-in-class solution architect and migration services teams to help either augment your own team or reduce the customer bill for migration services.
You can leverage a Partner Success Manager to help you develop a success plan for your Oracle practice and consistently drive customer success. They're focused on supporting and enabling partners through all phases of a customer's business transformation journey. They can help improve the quality of managed-partner delivery by:
- Proactively supporting you in achieving quality delivery outcomes
- Building and managing partner success plans to overcome challenges through prescribed partner enablement
- Managing all at-risk customer implementations back to green health status
You can leverage a Partner Technical Account Manager to accelerate issue resolution times across your customer projects.
Level 1: Includes USD$5,000 to use toward discounted Oracle Cloud SaaS or OCI (IaaS/PaaS) environments for development, testing, and demonstrations, or toward an Oracle SaaS demonstration instance.
Levels 2-3: Use Oracle Partner Credits toward discounted Oracle Cloud SaaS or OCI (IaaS/PaaS) environments for development, testing, and demonstrations, or toward an Oracle SaaS demonstration instance. SaaS demonstration instances provide a ready-to-demo Oracle Fusion Cloud Services environment (ERP, EPM, HCM, SCM, and CX), enabling a low cost of entry and a faster start for building, demonstrating, and maintaining solutions.
Oracle University delivery and success training across Oracle's full product portfolio, including three certification exams per user per year. Training seats (quantity varies by program level) help build technical readiness for teams developing, implementing, and supporting solutions on Oracle. Each seat includes access to the Oracle Cloud Learning Subscription training library (courses, labs, and certifications) and Oracle University certification exam credits.
Oracle Partner Credits (allocation varies by program level) can be used to access additional Oracle products, services, and partner benefits across training and enablement, go-to-market collaboration, technical accelerators, and success support. Credits are non-monetary and subject to program policies. Unused credits expire 12 months after they are issued.
Instructor-led sessions and coaching with Oracle University experts, with real-time Q&A and guidance on specific topics.
Access to a dedicated Oracle Partner Account Manager resource—regional at Level 2 or global at Level 3—to support joint account planning and go-to-market execution from marketing through deal close. Collaborate with Oracle sales teams to align on account strategy, improve transparency across planning activities, and strengthen shared execution.
Level 3 only: Access to an assigned Oracle global partner marketing manager to help develop and execute integrated global marketing plans that generate new prospects and nurture existing customers.
This benefit consists of access to the following resources for the duration of the Services Period of your order.
Front end access to Oracle Health Millennium Platform for testing and demonstration of the OPN member's application integration (requires acceptance of the Demonstration Services Addendum to the Oracle PartnerNetwork Agreement)
- SMART Launch Points for up to five (5) users
- Test and demonstration data with clinical and demographic data for application integration testing
- Upgrade support to maintain the environment with latest Millennium code for application integration testing and demonstration
Initial validation reviews compliance with standards for the OPN member and application, including security, functionality, and operational support, to ensure a viable integration for clients. The duration of validation varies depending on the complexity of the product and any issues found. (A validation fee is required.)

OPN members enrolled in the Industry Healthcare Path have exclusive 24/7 access for unlimited registered users to an OPN Partner Community Forum dedicated to Oracle Healthcare partners.
Oracle will provide the option for OPN members with a published Industry Healthcare Path Expertise to access proprietary API beta programs.
OPN members with a published Industry Healthcare Path Integration Expertise are eligible to list their integration and validation badge in the Oracle Healthcare Marketplace to amplify their solution and generate leads with new joint customers.
OPN members who have attained Expertise are provided with Expertise logos to help differentiate themselves in the market. These logos can be used across a variety of marketing materials to show prospects and customers that they have a history of demonstrable customer satisfaction, dedication to certified, skills, knowledgeable staff, and a deep understanding of the customer's journey.
Demonstration licenses for Technology and Application programs are available via the Oracle Software Delivery Cloud to OPN members in accordance with the terms of the OPN Agreement and the OPN Policies.
Integration licenses for Application programs are available via the Oracle Software Delivery Cloud to OPN members in accordance with the terms of the OPN Agreement and the OPN Policies.
Development licenses for Technology programs are available via the Oracle Software Delivery Cloud to OPN members in accordance with the terms of the OPN Agreement and the OPN Policies.
The Oracle Demonstration Equipment Purchase Program gives OPN members enrolled into the License and Hardware Path the ability to acquire the latest Oracle hardware for use in demonstrations at a discounted price.
OPN members can access Oracle's My Oracle Support (MOS) with their OPN Customer Support Identifier (CSI) to support their development, demonstration and integration licenses for applicable Oracle Technology and Applications products subject to the terms of the OPN agreement. This includes access to Oracle's online technical support knowledge base, the MOS community, patches/updates, and the ability to log non-technical Service Requests (SRs).
Partners in the License & Hardware Path can purchase SR Packs in discounted bundles of 10 or 25 for use with their development, demonstration, and integration licenses (applicable to technology and applications programs only).
Partners in the License & Hardware Path can download patches/updates for up to a maximum of 50 development systems.
Partners that report and renew support royalties for distributed Application Specific Full Use licenses (ASFU licenses) or distributed Embedded Software Licenses (ESL Licenses) are assigned a Support Provider Support Identifier (SPSI). This SPSI enables these partners to access and receive Technical Support from Oracle as well as log technical support Service Requests (SRs) in connection with providing technical support for their end users.
With attainment of a Build or Service Expertise within the License & Hardware Path, an allotment of SRs is provided for use with development, demonstration and integration licenses for Oracle technology and applications programs.
OPN members that have valid License & Hardware Service and/or License & Hardware Build Expertise receive up to 100 SRs free of charge for Oracle Linux and Virtualization Basic Support Service to support the OPN member's Linux and Virtualization development systems.
